- To date, most funding into SAS has been in the form of technical assistance and capacity building support to industry bodies, and a few private SAS companies
- Local commercial capital is yet to impact the sector, with locally-founded SAS companies finding it more profitable to grow through cash and B2B sales, rather than financing growth with external finance
- Limited private capital, largely from impact investors, has reached only few, predominantly internationally led or founded, SAS businesses
- Government has focused resources into policies that promote solar products but has not invested directly in SAS projects
